The aim of this project is to carry out a mixed assessment, based on objective and subjective indicators, of the impact on energy poverty of the shallow renovations carried out by the Naturgy Foundation and its partner organisations under the Solidarity Fund for Energy Rehabilitation. This type of intervention has taken on particular significance in Measure 7 of the National Strategy against Energy Poverty 2026–2030.
The impact analysis is based on anonymised data from beneficiary households, including housing characteristics, the energy systems installed, and energy bills before and after the refurbishment. The methodology compares actual energy expenditure with the household’s required expenditure, isolating the effect of energy prices where appropriate, and also analyses the trend in actual expenditure before and after the intervention.
A hidden energy poverty indicator is calculated to measure the objective impact of the measures on energy vulnerability. Furthermore, subjective indicators of thermal comfort are analysed before and after the refurbishment, as well as, where information is available, indicators relating to arrears on energy bills.
Finally, subject to the availability of data, an indicator of disproportionate expenditure is also be estimated. The project enable a comprehensive assessment of the contribution made by shallow renovations to improving the energy efficiency and living standards of vulnerable households.
